South Africa: Minister Wins Appeal On Shooting of Bystander

Johannesburg — THE Supreme Court of Appeal on Friday upheld an appeal by the safety and security minister against a high court order for the state to pay compensation for a bystander a robbery suspect shot dead while being chased by a policeman.

In March 2001, Banyana Sibeko shot at Insp Gerson Nemengaya, who had identified himself as a policeman. Missing Nemengaya, the shot struck and killed Johannes Mohofe.
