Zimbabwe: Masango New Immigration Chief

29 March 2007

Harare — PRESIDENT Mugabe has appointed Mr Clemence Masango as the new Principal Chief Immigration Officer, replacing Mr Elasto Mugwadi, who has retired.

Mr Masango was director (legal services) to the Police Commissioner and held the rank of Senior Assistant Commissioner until his new appointment.

Chief Secretary to the President and Cabinet Dr Misheck Sibanda announced the appointment, which takes immediate effect, according to a statement issued by the Ministry of Information and Publicity yesterday.

Secretary for Home Affairs Mr Melusi Matshiya yesterday introduced the new immigration bosses.

Mr Matshiya said Mr Masango's two deputies are Assistant Commissioners Givemore Charamba and Stephen Museki, both formerly with the police.

Asst Comm Charamba was with the Police Protection Unit while Asst Comm Museki was the principal of the Police Staff College.

The two take over from Mr Desderius Karaga, who had been the acting deputy Chief Immigration Officer for more than seven years, and Mr John Kambunda, who was responsible for advising on policy matters with regards to security.

In an interview, Mr Masango said he started work on Monday this week.

"I will be doing the work and I am still being briefed on what the job is about," he said.

He said he does not think there is anything odd about his appointment because a good number of immigration departments in other countries fell under the Commissioner of Police.

Mr Mugwadi -- one of the longest serving heads of a Government department -- had been immigration chief for more than 20 years.

The new immigration bosses face a major task to strengthen operations of the department, which since last year had been battling with inadequate resources and trying to control illegal entry of foreigners into Zimbabwe.
