Kigali — The man who tied purple scarves on around his dogs, in what he called the 'remembrance' of the death of his dogs that "perished" during the Genocide, is to appear in court immediately after genocide commemoration week. Fabrice Nshumbusho was arrested by police on Friday April 6.
The CID Chief, CSP Costa Habyara told The New Times Tuesday that investigations mounted onto Shumbusho had been completed.
