With the increasing lawlessness, not even is the common person, including the unborn, secure in today's Uganda. People's minds get more troubled on learning that the Inspector General of Police has deemed it necessary to make a Shs9b budget to stock tear-gas and kiboko to curb riots in the coming national financial budget.
