Uganda: Odoki Warns Lazy Judges, Magistrates

Kampala — Chief Justice Benjamin Odoki has warned lazy judicial officers fond of delaying to deliver judgements. He said such officers have no place in today's Judiciary.

Chief Justice Odoki said the courts are not supposed to sit at the convenience of the judge or magistrate, but at the convenience of the matter before them. "Be fast, sober and deliver timely judgements," he said.

"I prefer instant judgements! Why should you delay a ruling or judgement? Write and deliver your decision when facts are still fresh in your mind. The moment you delay, work piles up and you bring yourself unnecessary pressure," he said.

He was swearing in eight newly appointed grade one magistrates in his chambers at the High Court in Kampala on Friday.

He said his administration is currently on a drive to make the Bench more efficient.

Among the things the Judiciary intends to do, according to the CJ, is making the courts more user-friendly through change of methods of work to ensure quick delivery of justice.

"Now we are trying to clean up the Judiciary," said Mr Odoki. "A judicial officer must be able to work between 9 a.m and 5 p.m, not this business of someone reporting to work at midday and by 3 p.m they have closed the courts."
