Burundi: FNL-Palipehutu Wants Guaranteed Security Prior to Talks Resumption

Bujumbura — FNL-PALIPEHUTU requests guaranties of the safety of its delegation before resuming talks with the government of Bujumbura. This issue was raised in a meeting between FNL-PALIPEHUTU leaders and Tanzanian authorities that was held on 22 August in Dar es Salaam. Both parties agreed that talks will resume very soon.

Talks froze after a delegation of FNL-PALIPEHUTU returned to the bush on the grounds that their security was not guaranteed and that the government of Bujumbura was not willing to implement the agreement previously reached in Dar es Salaam. Some sources indicate that FNL-PALIPEHUTU was in actuality seeking an agreement signed in the presence of many witnesses, in contrast with the agreement brokered in Dar es Salaam between the Head of State and the leader of FNL-PALIPEHUTU on 7 September 2006. No agreement on power sharing and the integration of FNL combatants into the National Defence Forces was reached in 2006.

In the meantime, yet another break up of FNL-PALIPEHUTU occurred on 18 August 2007. More than 60 dissidents are currently stationed in Buterere and are benefiting from the assistance of the security bodies.
