It was not surprising to hear the Minister of Education Ms Geraldine Namirembe Bitamazire insisting on the BBC radio that Universal Post Primary Education and Training (UPPET) programme was destined for success.
This assertion was made even when evidence is clear that the earlier Universal Primary Education (UPE) is quantitatively successful rather than registering a qualitative success. Any one interested with the quality of education in Uganda should get concerned about the following.
