Mozambique: Postponing Provincial Elections Would Be Inconsistent

The Secretary General of the Mozambican ruling Frelimo party, Filipe Paunde, said on Thursday that it would be inconsistent if Mozambicans were to decide, at the last minute, not to conduct the Provincial Assemblies elections, due on 16 January 2008.

'Let us be consistent. It is not now, at the last minute, that we are going to change what we have decided ourselves', he told AIM during a visit to this News Agency.

Paunde declined to comment on how the country will deal with the shortage of funds for the provincial elections, saying that it is not his task to do so about this issue.

He noted, however, that there is a space for the country, in the future, to find ways to simplify the electoral process and reduce its costs.

'I know that any electoral process costs money. In the future, we have to think of ways to bring together the Provincial Assembly elections, with others such as legislatives', he said, during a visit where he was accompanied by Frelimo's Mobilization and Propaganda Secretary Edson Macuacua.

Paunde said that in a State governed by a rule of law, which is the case of Mozambique, laws must be abided by, particularly when it comes to comply with the laws enshrined in the Constitution.

He denied that there are some members of the ruling party who are against holding Provincial Assembly elections in January, saying that, by the contrary, every militant is prepared to abide by the Constitution.

Commenting on the appointment of the new General Attorney, Augusto Paulino, Paunde expressed hope that he continues performing as he has been doing along his career.

'I have high hopes on the performance of Augusto Paulino. He has demonstrated high qualities of leadership and management everywhere he went working, including when he presided over the provincial courts', said Paunde.

Besides praises by almost the entire society for his performance in the trial of the case of the Mozambican investigative journalist Carlos Cardoso, Paulino presided over the Maputo city and province courts.

Paunde said that during this period, Paulino gave a new dynamics to these organs, adding that it is essential that the entire society gives him full support as the new Attorney General.

'I believe that he will give a new dynamics. But it is important to note that he needs support from all of us, including other justice sub-systems', said Paunde.

Commenting about his visit to AIM, the Mozambican News Agency, Paunde said that it is unquestionable the effort of the professionals in this agency, the only one in the country, to overcome the innumerable difficulties they face every day to carry out their duties.

'I saw that the workers have been facing serious difficulties, particularly concerning finances, but I also found that they have the capacity to make even miracles to guarantee the circulation of information', he said.

He praised the important role of AIM as a vehicle of information, both within the country and abroad, during the different stages of the country's development since independence, in 1975.

He made a point of noting that most of the workers are young people, but they have been able to produce credible and quality information.
