Uganda: LRA War Threats Scare Returnees in the North

THREATS by the Lord's Resistance Army (LRA) rebels that they will launch attacks in northern Uganda if their bases in DR Congo are attacked are causing tension in the north.

The Lira resident district commissioner, Joan Pachoto, on Monday told the Government chief negotiator, Dr. Ruhakana Rugunda, that she had to call a security meeting last week to calm the growing fears.

During a special summit between Uganda and the DR Congo held early this month in Arusha, Tanzania, the Congolese authorities promised to start fighting Ugandan rebels on Congolese territory.

"The DRC will start an operation against the negative forces of Uganda this month," said Mbusa Nyamwisi, Congo's foreign affairs minister.

Rugunda, who was receiving transport equipment to boost policing in Lango, Acholi and Teso, said: "The peace process in the northern region is now irreversible.

"The Government is committed to peace and I am aware the LRA and its leadership is committed to peace."

Rugunda said a new force comprising of the Police, local administration law enforcement officers, militia and the UPDF would be on ground to ensure that peace prevails.

"The Police should work in collaboration with the Anti Stock Theft Unit to maintain the peace that the people of northern Uganda are enjoying at the moment. I want a Police force that is a best friend to the citizens and one that is exemplary," he said.
