South Africa: Khutsong Residents Go to Constitutional Court

Johannesburg — A GROUP of residents of Khutsong have made an application to the Constitutional Court, asking that the Constitution Twelfth Amendment Act, which transferred Merafong City local municipality from Gauteng to North West, be declared inconsistent with the constitution and therefore invalid.

The group of 10 residents, calling itself the Merafong Demarcation Forum, said the Gauteng legislature failed to comply with its constitutional obligation to facilitate public involvement in considering and approving that part of the twelfth amendment which concerned Gauteng, and specifically Merafong.
