The interior minister, General Evariste Ndayishimiye, has resolved the issue of representation of Uprona in the talks with the head of state.

Mr Aloys Rubuka, the leader of Uprona, will continue to represent the party. This issue of representation arose after another wing of Uprona emerged following Dr. Martin Nduwimana dismissal from the party. General Ndayishimiye stresses that â-šour interlocutor between the government and Uprona is the leader of Uprona; the leader of Uprona is the only person that was elected by the authorized instances, whenever there are difficulties within Uprona party, the sole interlocutor of the interior ministry is the leader of Uprona, that is, Aloys Rubuka".

The assistant of the leader of Uprona, Mr Antoine Cishahayo, indicated during the festivities marking the 46th anniversary of the victory of Uprona that he presided over that another person from his wing will participate along with Aloys Rubuka in the talks with head of state. Participation in these talks is one of the main objectives of this wing. Out of the 15 MP's of Uprona, only 2 are supporters of this new wing. The talks that the head of state is having with leaders of opposition political parties represented in the national assembly may undermine the position of Dr. Martin Nduwimana whose dismissal was the cause behind the formation of this new wing.

Although the interior ministry has stated its position, the leader of Uprona was summoned by the police on morning of September 24th to answer questions in regards to the meeting of the central committee of the party that he chaired on September 15th. The police failed to stop this meeting on account of a lack of information about the venue and time. The interior ministry had previously banned this meeting on the grounds of possible security concerns. Following this interrogation, Uprona members of parliament signed a petition in protest against the interference of the government in the internal problems of their party.

The interior minister, however, denies any interference. He indicates that this measure was taken to prevent clashes between supporters of the different wings Uprona
