A new faction of the FNL movement has emerged. This faction is led a certain BANES, a former CNDD-FDD combatant who deserted the National Defence Forces, claiming to have been treated unjustly.

This new faction attacked FNL combatants loyal to Agathon Rwasa on Monday in Kibira forest and afterwards fled along with two armed battalions to Matongo commune of Kaynza province.

Others who have left the mainstream FNL forces are stationed in Rugazi under the protection of the national security forces. Schisms within this armed movement first began to emerge more than two months ago after an FNL delegation led by Jean-Berchmans Ndayishimiye walked out on the joint team in charge of the implementation of the ceasefire agreement.

FNL has formally rejected the current mediator, Charles Nqakula, and his team. The Tanzanian government still backs Nqakula. Sources in Dar es Salaam indicate that the Tanzanian government is threatening to force FNL leaders out of Tanzeania if they do not abide by the spirit of the negotiations. The head of State indicated last week that negotiations with FNL will go on.
