Southern Africa: Country Defends New Dynamic for ECCAS

Angola defends a deep restructuring of the Economic Community of Central African States (CEEAC), so as to turn its functioning more efficient and dynamic, including the clarifying of mandates of the rotary presidency and of the secretariat.
This opinion was Monday expressed to Angolan journalists, in Brazzaville, by the Angolan deputy minister of Foreign Affairs, George Chicoty, whilst explaining the situation about matters discussed at the ministers meeting, which prepares the 13th Ordinary Summit of the community, to happen Tuesday and Wednesday.
Prime Minister, Fernando da Piedade Dias dos Santos, expected this Monday in the Congolese capital, will attend the summit in representation of the Head of State, José Eduardo dos Santos.
In general terms, Chicoty said, the summit will analyse issues concerning the organisation's efficiency so as to achieve the dynamic similar to that of SADC (Southern African Development Community) and the quotas.
Angola defends that the organisation should have more dynamism and force and that contributions cannot be increased based on improperly studied criteria and with not well-defined action plans.
Regarding this, the deputy minister mentioned the proposal on a development programme for 25 years, which Angola considers excessive and less clear in terms of priorities, with ministers having recommended Heads of State for the reduction of this period for a shorter one, that is, until 2015.
To him, this will enable member States to be more focussed on the three essential aspects worrying the region, which are peace, security and stability, regional integration, economic development and infrastructures.
On the other hand, George Chicoty also considers precipitated the idea of turning the current general secretariat into a commission, similar to the African Union, a reason why he believes the issue needs a better analysis.
"Angola wishes to continue playing an important role in Central Africa, and our engagement will be big", he said, stressing that in this summit it will renew the mandate of assistant secretary general, which he holds for seven years.
Thus, Egídio de Sousa was chosen to replace Nelson Cosme, who ended his second three-year mandate a year ago.
Concerning quotas, he said that five countries agreed to assumed, each, 13 percent of the organisation's budget (Angola, Gabon, Congo Brazzaville, Cameroon and Equatorial Guinea), pre-making 65 percent of the total general budget, which is around 17/18 million dollars.

To him, ECCAS is stagnant, it cannot show hard work. Therefore Angola expects this summit to be a change and re-launch the desired dynamic.
