The chairman of the senate, Hon Gervais Rufyikiri, is accused by Frodebu of starting an electoral campaign by establishing new institutions in various communes.

The leader of Frodebu, Hon Léonce Ngendakumana, indicates that his party does not have prerogative to change the chairman of the senate, but would like to have sufficient explanation for the setting up of new institutions.

Activities in the senate have slowed down following moves to dismiss Hon Gervais Rufyikiri. The chairman of the senate is accused of mismanagement and regionalism in appointing employees.

The declaration of the leader of Frodebu hides another crisis that is hitting the ruling party. Gervais Rufyikiri is one of the persons who accepted that the current cabinet is unconstitutional, showing de facto an opposing view to the head of state. In 2005, he was seen as one of the contenders of the presidency.
