Burundi: Onatel Promises Over 100 Million FBU in Support of Free Education

14 November 2007

Bujumbura — After the Organization for the Fight against Corruption and Economic Embezzlement (OLUCOME) and the organisation for the follow up of governmental action (OAG) have expressed their concern over the decision of the executive board of the state-owned telecommunication company (ONATEL) to sign a promise of over 100 million of francs to support free primary education.

This decision of the executive board of ONATEL was taken under the demand of the presidential services. The OAG and the OLUCOME find that this is a mere plundering of the state-owned companies.

Onesphore Nduwayo, chairman of the OAG, indicates that the measure to build schools is good, but the government must fit the cost of implementing that policy into their budget. These two organisations come to support the trade union grouping the workers of ONATEL which has also decried this decision. A free primary education was the first important measure that was announced by President Nkurunziza. The implementation of this decision has however met with logistical problems and lack of primary school lack teachers.

This policy that fits in the famed Millenary Objective for Development was supported by the Ugandan government that provided many copy-books. Following the moves the government of Burundi to forget a debt that the Uganda owed to Burundi, this assistance has turned out to be a business of the heads of the two countries.
