Burundi: MPs From Cibitoke Demand FNL Dissidents At Karurama Be Removed

The provincial executive authorities and Members of the parliament elected by the constituency of Cibitoke still disagree about how to handle the issue of more than 700 students who have gone home fearing for their security after 800 FNL dissidents were relocated to Karuma, a location only 100 metres from their school.

The governor of Cibitoke, Mr Zéphyrin Barutwanayo, indicated last weekend that members of the youth wing of FNL-PALIPEHUTU, Jeunesse Patriotique Hutu (JPH) masterminded the protests and influenced students of Lycée Cibitoke to go home while noting that the dissidents can be attacked only if the population acts in collusion with the supporters of Agathon Rwasa. He acknowledged that communal administrators of Cibitoke province are about to start a campaign to convince parents of the students to send their children back to this school.

Six of the nine parliament members are, however, opposed to this new move of the governor. In a statement that they issued today, they demanded the removal of the FNL dissidents from Karurama. They also called on the governor of Cibitoke, who has gone back on his words, to stop his attempts to divide the population and students. These MP's add that this issue must be dealt with by the country's top executive authorities or the ministry of defence.

The start of exams marking the end of the first term in secondary schools is drawing close. The government of Burundi has, however, made no progress at all in resolving this issue. The education minister who went at Cibitoke on the departure of the students did succeed to appease the students. His words that students should live close to the FNL dissidents were rejected by major local human rights organisations, analysts and members of the parliament from Cibitoke.

The relocation of dissidents to Karuma created unrest at Cibitoke. After the events of Buterere, Rugazi and Gakungwe where the dissidents were attacked by FNL combatants still loyal to Agathon Rwasa, the government of Burundi and the mediation bureau are failing to handle the issue.
