The draft law ruling public contracts did not pass in the national assembly. After more than hours of discussions and questions, the Finance minister, Ms Clotilde Nizigama, did not convince.

Members of the parliament indicated that the draft law should be reanalysed once more in the executive. The Finance minister is confident that this law will pass.

The institutional blockage has disappeared in the national assembly following the appointment of the new cabinet wherein opposition parties have had their shares in power. Before the appointment the current cabinet and after CNDD-FDD came short of the majority in the national assembly, no law could be voted. This state paralyzed the country for months due to political inertia.

It would be recalled that this parliamentary session is aimed at studying the budget of 2008. The draft law ruling this budget has not however been deliberated in a cabinet meeting.
