Congo-Kinshasa: Ituri - Road Traffic Police Complete Training

On 22 November 2007, 49 police officers, including 4 women, of the Road Traffic Police (PCR) and the Rapifd Intervention Police have received their certificates after completing a MONUC training programme in road traffic policing. The ceremony took place in Bunia in the presence of Ituri Police chief Rwabona Mugabe and MONUC representatives.

The training was organised from 30 October 2007 to 22 November 2007 by the MONUC Ituri senior police officers and their colleagues from the "instruction" cell in Kinshasa. The training also profited from the support of MONUC's Human Rights Division and the local Red Cross.

The participants went to information meetings and talks relating to human rights, ethics, gender, child welfare and studied all the relevant legislation.

The aim of the training as also to reduce traffic accidents in the long term, and to bring back respect for the rules of the road.

"More work needs to be accomplished with our local partners. It is important that they understand the need for good co-operation with police officers by the installation of traffic lights and traffic control measures on the principal crossroads," said Ndzie Ngoumou, head of MONUC police.

Within the framework of the continuity of training and reinforcement of national capacities, MONUC Police will select officers for a teacher training programme that will give the PCR autonomy to train its personnel on the ground.

The ceremony also saw the handing-over of certificates to police officers of the two last training programmes, including 110 officers trained in "Maintenance and re-establishment of law and order", and 53 others trained in "professional intervention techniques".

"We remain confident that all these training programmes will bring benefits for the population. We thank MONUC which, since 2003, has provided a continuing education to the Congolese National Police. This has also helped to improve the security situation," said Ituri Police chief Rwabona Mugabe.

From now on, Bunia's inhabitants can hope for an improvement in road traffic management of their city, and a reduction in the number of serious accidents which occur on a regular basis.
