Kampala — Five months ago here in Kampala, delegations from 32 countries gathered for the Eighth Commonwealth Women's Affairs Ministers Meeting.
"Gender inequalities lie at the heart of the HIV epidemic," states the communiqué from that gathering. It calls for a truly comprehensive approach to HIV/Aids- not only scaling up treatment and care services, but also, and with equal urgency, investing in existing prevention techniques and newer and better technologies, such as microbicides and vaccines.
