Mozambique: New Frelimo Secretary Takes Office

Maputo — Mozambican President Armando Guebuza on Wednesday swore Sergio Pantie into office as the new Secretary for Organisation of the Central Committee of the ruling Frelimo Party.

Pantie was elected to this post at a Central Committee meeting held in late October. He replaces Eliseu Machava, who was appointed governor of the northern province of Cabo Delgado.

At the ceremony, Guebuza stressed that Pantie was taking office at a time when the country, and therefore its political parties, are preparing for fresh electoral battles. Mozambique's third municipal elections are scheduled for late 2008, and the fourth multi-party presidential and parliamentary elections will be held in 2009. The latter will probably coincide with the first elections of provincial assemblies.

Guebuza said that Pantie's priority task was to organise Frelimo to ensure the party's victory in the forthcoming elections, thus ensuring that Frelimo would remain in government.

Only thus "will Frelimo be able to continue its task of building the welfare of all Mozambicans", said Guebuza.

The party's organisation was the point of departure for the success of its performance in the battle against poverty, he added.

Key aspects of organisation were to ensure that Frelimo branches are the right size, that every member is in a branch, and that specific tasks are given to each and every member, Guebuza insisted.

"Victory is prepared, victory is organised", he said, repeating a slogan attributed to Mozambique's first president, Samora Machel.

"We must work to increase continually dynamism, effectiveness and efficiency in how the party bodies operate, and guarantee implementation of the Frelimo statutes, plans and decisions".
