Mozambique: Government Praises Trade Unions

Mozambican Labour Minister Helena Taipo on Wednesday praised the commitment of the trade unions, the business community and civil society at large to the successful implementation of the government's Action Plan for the Reduction of Absolute Poverty (PARPA).
Addressing the Fifth Congress of the country's largest trade union federation, the OTM, Taipo said that it is the task for all social actors to try and find ways of meeting the challenges posed by the fight against poverty.
Taipo also stressed that the new labour and social security laws demand from the trade unions greater capacity to intervene and find solutions to the problems arising in the course of labour relations.
The Labour Law, she noted, establishes rights and duties, guarantees job security, opposes unfair dismissals, enshrines the right to trade union activity, and the rights to strike, to social security, and to fair remuneration, and protects workers' dignity.
Taipo added that the new labour order also places demands on the unions for improved preparation and responsibility when dealing with the issues raised by their members.
"The trade unions' capacity for intervention will be tested when the new criteria to fix the minimum statutory wages by sectors of activity come into force next year as agreed at the Labour Consultative Commission", she said (this commission is the tripartite negotiating forum between the government, the unions and the employers' associations).
The current phase of development, Taipo said, calls for joint efforts to seek scientific knowledge to overcome the obstacles that hinder a sound and stable economy that can compete on equal terms with other countries in regional integration.
OTM chairperson Amos Matsinhe told the Congress that the OTM remains committed to improving the living conditions of the workers, who are the reason why it exists.
"I urge you all to make a critical analysis of the work done among the workers, to identify successes and difficulties and their causes so that together we may take measures to correct them", he said.
Matisnhe acknowledged that the government is open to dialogue, both bilaterally and within the context of the Labour Consultative Commission, when it comes to seeking solutions to problems that affect the workers. He stressed that it is up to the trade unions to come up with ideas and an adequate strategic vision.

"We must leave here with a common vision of the objectives of our movement in the context of the current economic reforms, particularly the challenges we face in regional integration", said Matsinhe.
