Mozambique: Nampula Official Sacked for Embezzlement

The head of human resources in the Nampula Provincial Directorate of Agriculture, in northern Mozambique, Graciano Nampaphe, was been sacked for embezzlement, according to a report in Thursday's issue of the Maputo daily "Noticias".

He is accused of a scheme, which also involved a finance officer, whereby travel authorisations were issued in the names of other staff. But these journeys were fictitious, and the money involved was allegedly pocketed by Nampaphe.

Nampula governor Felismino Tocoli suspended Nampaphe from his duties as long ago as April. The Provincial Directorate then set up a commission of inquiry which confirmed that embezzlement had taken place.

Nampaphe, however, fought back. He wrote to Tocoli claiming that he was the victim of injustice, and also sent a complaint to the provincial attorney's office.

The matter is now coming to a head, because the man appointed to replace Nampaphe as head of human resources, Manuel Amos, found that his predecessor would not give up the perks of office. The job carries with it an official car and an official house - neither of which Nampaphe was wiling to surrender.

Amos said that force had to be used to recover the car, and that Nampaphe and his family have still not moved out of the house.

Nampaphe has also refused to formally hand over the files for the job to Amos. This is causing serious problems, Amos said, because important paperwork is still in his predecessor's possession

Nampaphe refused to speak to "Noticias" without consulting his lawyer first. In his complaint to the provincial attorney he has accused some Nampula reports of besmirching his image.
