Burundi: The Political Board to Create an Atmosphere for the Return of FNL-Palipehutu

The Political Board, which comprises high-level representatives of the Regional Initiative, the Facilitation Team, the African Union and the United Nations, indicates that it has resumed its activities with "a firm determination to help Burundians end this last phase of the peace process through the integral implementation of the global ceasefire accord".
In a statement that was issued on 15 December, the Political Board members state that they "are aware that the blockage that occurred in the implementation of the accord has naturally given rise to more and more worries to Burundians." They add that they â-šshare entirely the same worries and would like to invite all forces of goodwill to work together with the Political Board so that Burundians can overcome this last obstacle to peace, reconciliation and prosperity that the Burundian people entirely deserves."
The Political board also promises that "it will use all its efforts to create a favourable environment for the return of PALIPEHUTU-FNL to the Joint Verification and Monitoring Mechanism." It also affirms that it "commits itself to finding answers to the preoccupations of PALIPEHUTU-FNL with regard to security."
When PALIPEHUTU-FNL leaders will have returned to Burundi, the Political Board promises that it "will facilitate any political arrangement between this movement and the government in the framework of the implementation of the Global Ceasefire Accord, including the deal on principles that was brokered on June 18, 2006." When PALIPEHUTU-FNL returns, it will sit in on the Political Board along with the Burundian government.
The statement followed the parliamentarian session of 14 December wherein members of the parliament rejected Charles Nqakula as facilitator in the Burundi's peace process on the basis of his preference toward the so-called FNL dissidents.
The statement of the Political Board might disappoint the ruling party which is still buying time in the belief that the region will take actions against FNL leaders after 31 December 2007, as was stated in a recent release from CNDD-FDD.
A wind of change is blowing slowly after the First Vice-President, Dr. Yves Sahinguvu, openly said that it is possible that various countries and organisations involved in Burundi's peace process may have their agenda and demanded the assistance of the national assembly.

PALIPEHUTU-FNL demanded, among other things, that their security be assured before they returned to the Joint Verification and Monitoring Mechanism.
