THE Central Bank of Nigeria, CBN, will end the year 2007 with several items still on the list of its unfinished agenda. The one that concerns me right now is the matter of the two S-banks, namely Savannah and Societe Generale.
The two share certain characteristics in common. First, they were controlled by people who, ordinarily, would be regarded as leaders - ex-governors, ex-senators, ex-ministers and even a serving governor.
