Uganda: Education Policy Hard on Teachers

Kampala — THE Government's attempt to boost the quality of education, especially in primary schools, has a largely punitive impact on teachers. New policies using 'performance management' indices in the UPE programme have been linked to teachers' pay and career progression.

This is to the benefit of pupils and the performance targets of their schools. These measures have drastically changed the culture of teaching and the facilitation of professionalism.
