Burundi: Uprona Opposed to the Sanctions Against Palipehutu-FNL

Bujumbura — Uprona is opposed to the sanctions that the regional initiative had planned to impose in bid to crack down on the leaders of PALIPEHUTU-FNL.

This was announced today by the President of Uprona, Mr. Aloys Rubuka, in the wake of the fighting in Musigati which claimed the lives of five FNL combatants, wounding three FDN soldiers and displacing about 900 families. Uprona firmly condemned the attack that was launched by PALIPEHUTU-FNL on regular military positions located in the same commune of Musigati.

Frodebu and CNDD also expressed their concerns after the attack in Musigati. They say that the special parliamentarian commission to analyse the points of blockage in the talks between the government of Burundi and PALIPEHUTU-FNL should be set up.

The ruling party is still opposed to any move of the parliament towards ending the stalemate that arose in the talks between the government and PALIPEHUTU-FNL. CNDD-FDD believes that setting up this commission would be tantamount to interfering with the activities of the regional initiative and the government of Burundi. The refusal of the CNDD-FDD to set up this commission has already created a stalemate in the national assembly. An extraordinary session of the parliament that was called on by the head of state last week was thwarted due to the disagreements on the agenda which did not include the setup of this special parliamentarian commission.

The regional initiative and the facilitation team, whom the ruling party supports, have failed to aide the Joint Verification and Monitoring Mechanism. The address of the facilitator Charles Nqakula to the UN Security Council, in which he mentioned that Agathon Rwasa was running out of combatants while adding that he was about to start the disarmament process, showed that he and the region were involved in the schisms within PALIPEHUTU-FNL over the last months of last year.

The region had already planned sanctions against PALIPEHUTU-FNL, satisfying the ruling party which fears loosing some political posts and strengthening PALIPEHUTU-FNL in the 2010 elections.
