Mozambique: Sacking of Social Security General Director Explained

Mozambican Labour Minister Helena Taipo on Wednesday explained that she sacked the general director of the National Social Security Institute (INSS), Abilio Mussane, because he had not risen to the challenges involved in managing this institution.
Speaking at the ceremony to swear in his successor, Rogeria Muianga, Taipo said that when Mussane was appointed, in 2005, he was given clear guidelines about the priority tasks facing him at the INSS.
Publishing the INSS accounts, computerizing the social security system, and ensuring good working relations between INSS staff were some of the key priorities that had faced him.
"Today, two and a half years later, despite some encouraging achievements in the INSS, we remain concerned because these challenges have not had the desired results", said Taipo. To date, the INSS accounts, for example, have not been published.
The new general director, she added, would have to implement the tasks that Mussane had not undertaken, and "must fundamentally change the entire scenario that hinders the good performance of the institution".
She urged professionalism, application of the norms that regulate the operations of the public administration, and the establishment of working methods leading to good coordination and healthy relations between INSS workers.
Taipo added that other challenges facing Muianga arise from the new Labour Law, that took effect in late 2007, and the growing need to turn the INSS into an institution with transparent management, that serves the public, and is closer to its contributors.

Also sworn into office at the same ceremony was Jamo Assane, the INSS director appointed by the employers organised in the Confederation of Mozambican Business Associations (CTA).
