A two-day seminar to popularise the CEMAC Court of Justice is underway in Yaounde.
The seminar to popularise the Central African Economic and Monetary Community (CEMAC) Court of Justice to law actors and the general public in Cameroon started at the Yaounde Hilton Hotel yesterday, 25 February. The seminar is placed under the auspices of President Paul Biya who is the current chairperson of CEMAC. Yaounde is just the starting point for the popularisation seminars on the existence and the functioning of the CEMAC Court of Justice as identical seminars will equally be organised in Douala and Garoua.
The CEMAC Court of Justice is one of the four institutions of the organisation and has its headquarters in Ndjemena, Chad. It has jurisdiction over all the CEMAC six-member States. During the opening ceremony of the Yaounde seminar, the First President of the CEMAC Court of Justice, Jean Mongo Antchouin said the Court plays a double jurisdictional and consultative role through well known competences on the one hand, and through the Judicial Bench as well as Audit Benches on the other hand.
The popularisation seminars on the CEMAC law are expected to be taking place simultaneously in all the CEMAC member-States. The purpose is to first of all let the population master the CEMAC law and ensure the harmonious but obligatory relations between the judicial institutions in the six countries and the CEMAC Court of Justice. The First President of the Court, Mongo Antchouin said many national institutions do not as yet work in close collaboration with the Court because of ignorance. The popularisation seminars, he said are occasions to, "explain the rules, procedures, competences and relations that exist between national institutions and the Court". The explanations are taking place through topics discussed at the Yaounde seminar. They include the general presentation of the CEMAC law, the Judicial Bench of the Court of Justice; competence and procedure, the Audit Benches of the Court of Justice /CEMAC; competence and procedure.
The Minister Delegate at Cameroon's Ministry of Justice, Maurice Kamto presided over the opening ceremony of the seminar. He said the Cameroon government paid much attention to the popularisation campaign. According to Maurice Kamto, the mastery of the functioning of the Court will further cement integration within CEMAC.
