Yaounde (Mfoundi): Members of the National Steering Committee of the National Community Driven Development Programme (PNDP) last 20 February at the Yaounde Hilton Hotel, during their sixth session, adopted the report of PNDP activities for 2007 . They equally adopted the 2008 programme of activities that will operate with a draft budget of CFA 10. 641 billion, witnessing a net increase of CFA 1.256 billion as against the 2007 budget.
The work plan and annual budget of PNDP for 2008 hinge on the its four components that include: financial assistance for the development of rural councils and communities; support to councils; capacity building of actors and finally; coordination, management and follow up/ evaluation and communication. PNDP seeks to empower the rural communities in the gradual decentralisation process so as to make them agents of their own development. The programme's beneficiaries include the rural communities, rural councils, NGOs, service providers, regional and local governments and micro-finance institutions.
When PNDP started in 2004, its activities were limited to the Adamawa, North, Centre, West and South Provinces. For 2008, its activities have been extended to the Far North Province. PNDP will in 2008 finance 316 community micro-projects and 85 council projects for a total cost of CFA 6.031 billion.
The programme will also give support to councils within the framework of the decentralisation process. This will concern activities jointly defined by PNDP and the Ministry of Territorial Administration and Decentralisation (MINATD). It will also continue to implement the activities started in 2007. Still in 2008, CFA 1.586 279 billion of the PNDP budget for the year will be used to build the capacities of actors of the programme. Another priority will be the coordination, management, follow up/ evaluation and communication of activities in the field and the mastery of data collection tools.
The Chairman of the Steering Committee of PNDP, Roger Mbassa Ndine presided over the session. He urged members to work towards surmounting major challenges of PNDP. They include defining strategic orientations for the second phase of PNDP, institutionalisation of planning as a development tool, improving the quality of development plans and micro-projects, and ensuring that beneficiaries master the participatory process.
