Angola: Secretariat of State for Higher Education Prioritises Reorganisation

The Secretariat of State for Higher Education (SEES) assigned priority for the 2008 academic year, officially opened Thursday, in Luanda, to the reorganisation of the network of higher education institution nationwide.

At the academic year's opening ceremony, the secretary of State for Higher Education, Adão do Nascimento said that reorganising the network aims at creating the grounds for the implementation, in 2009, of changes such as of the curricular sector.

In line with this, explained the secretary, focussing on the new legislation on education to be approved by the government, already existing institutions should review their method of management, organisation of teachers and students, curricula, as well as education programmes.

He stressed that the changes include organising the funding regime and the criteria for the creation of courses and of higher education institutions.

According to Adão do Nascimento, during the current year, based on the Basic Law of the Education System and on the Decree Law on the General Norms Regulating the Higher Education Subsystem, the SEES will be in charge of controlling the charging of fees and other levies applicable at public and private institutions.

The SEES will also establish a quota of permanent teachers per each education institution and control its mobility through the creation of a sole labour connection and a possibility to collaborate with another unit.

"With these measures we hope to be committed with firmness in the creation of some important conditions for the fulfilment of the teacher's duty, living and creating a more academic climate favourable to students' learning", he stated.

The official explained that apart from testing for the first time the granting of internal scholarships by resorting to the State Budget, the secretariat aims at regularising its access by resorting to bank loans.

Angolan Education minister, Burity da Silva, cardinal don Alexandre do Nascimento, principals and heads of various higher education institutions of the country, members of the diplomatic body, religious entities, students, and other invited guests, attended the opening ceremony of the 2008 academic year.
