Nairobi — They alighted one by one from a vehicle outside the Migori county council offices in the wee hours.

At least 20 police officers, with their guns cocked, surrounded them as the nine (two of them are nominated) PNU civic leaders made their way into the county hall to take part in the swearing in and mayoral elections.
