Government has approved plans to establish the Central Statistics Office as an autonomous organisation.
The change will be effected through a bill to be drafted and tabled in Parliament. It will result in the renaming of the CSO to the National Statistics Office (NSO).
A press statement from the Permanent Secretary in the Ministry of Finance and Development Planning Serwalo Tumelo says the drafting of the bill will be completed this year. The drafting of the bill is part of the implementation of the approved organisational and functional reforms at the ministry, which started last June.
Tumelo announced that measures are being put in place to set up the Non-Bank Financial Institutions Regulatory Authority (NBFIRA). Finance Minister, Baledzi Gaolathe launched the board of directors of the authority in November last year. Tumelo said the recruitment for the chief executive officer has started.
"As a result, some staff members of the Ministry of Finance and Development Planning will be seconded to the authority effective April 2008, on interim basis, while the authority is recruiting its permanent staff," the PS said.
NBFIRA will have supervisory and regulatory arrangements to effectively respond to the rapid growth in the country's non-bank financial sector. The authority will have powers to regulate and supervise insurance companies, pension and provident funds, collective investment undertakings (cash loans), capital markets and related activities.
Other aims of the authority are to achieve fairness, efficiency and orderliness of the non-bank financial sector and the stability of the system and deter financial crime.
Tumelo said the new organisational structure at the ministry entails creation of new positions, some of which have now been filled. He added that the Permanent Secretary to the President has approved five appointments at deputy Permanent Secretary level which take effect immediately.
The director of employment and manpower planning, Disikalala Gaseitsiwe has been promoted to deputy PS socio-economic policy. Wamasego Senegelo the director of budget administration has been promoted to deputy PS in charge of the budget. The director of supply Othusitse Lebuletswe becomes deputy Accountant-General (Compliance and Procurement).
Assistant Accountant General Emma Peloetletse has been promoted to deputy Accountant General (Accounts and General Ledger). Director for development programmes Cornelius Dekop is now deputy PS in the same department.
Tumelo announced that as part of the new structure of the Ministry, a Government Internal Audit Committee has been established. The committee has seven members all from the private sector. They are; Limited Nkani, Agnes Motlhanka, Gontlemang Tshabang, Landrick Sianga, Catherine Kgomanyane, Emelda Malobela and Bringle Dithapo. The committee starts work next month.
