Liberia: Country, Three UN Agencies Signed U.S $207 Million Agreement

The Government of Liberia and three United Nations agencies in Liberia have signed the Country Programme Action Plans (CPAPs) detailing areas of support and collaboration between the agencies and the government.

The agencies include United Nations Development Programme (UNDP), United Nations Children's Fund (UNICEF) and United Nations Population Fund (UNFPA) with a combined support of US$ 207.85 million of core and non-core resources for the period 2008 - 2012.

The CPAPs of the three agencies were recently developed in close collaboration with the government outlining the implementation of respective Country Programme Documents approved by the Executive Boards of United Nations Funds and Programmes in New York. The UN agencies in Liberia have harmonized their programme circle beginning 2008 - 2012 consistent with the government's Poverty Reduction Strategy.

The CPAPs of the three agencies will engage the government in various thematic areas in support of the government's reconstruction and development agenda.

UNDP will specifically support the government in two broad areas including Pro-Poor Economic Development and Democratic Governance.

In the area of Pro-Poor Economic Development, the focus will be on policy support and economic management and sustainable local economic recovery.

Democratic Governance will focus on State Capacity and Institutional Strengthening and Peace and Security Consolidation.

UNICEF will adopt a two-prong approach: the continuation of life-saving service provision and the progressive shift towards policy analysis and development, strategic planning and institution building to deliver results for children.

The key sectors of cooperation will include child survival, protection, education and water and sanitation.

UNFPA support will be in three components namely: Reproductive Health, including family planning, fistula prevention and management, emergency obstetric and neonatal care aimed at contributing to the reduction of the spiralling maternal mortality and morbidity; Population and Development, including support to population policy-related issues; and Gender Equality and Empowerment of Women. Special focus will also be on HIV and AIDS prevention, data collection and database development as well as support for the prevention and management of Sexual and Gender Based Violence.

Speaking at the signing ceremony, Deputy Special Representative of the Secretary General for Governance and Recovery, Mr. Jordan Ryan said the three UN agencies in Liberia have harmonized their programming circle in support of the iPRS, PRS and United Nations Development Assistance Framework (UNDAF). He said "this effort is a good example of the UN working together within the context of the UN Country Team" adding 'we are all committed to working together for the achievement of the Millennium Development Goals.

Planning and Economic Affairs Minister Dr. Toga McIntosh who signed on behalf of government, said partnership has taken on a new meaning since the incumbency of the Ellen Johnson Sirleaf government based on mutual respect for values and a general understanding of the needs, constraints and limitation within the partnership.

He added that "the timing of the document is ideal and areas identified in the CPAPs are in line with the PRS".
