The secretary-general of the Organisation of the Islamic Conference (OCI), Ekmeldine Ihsanoglu, announced in Dakar, Friday, that the new charter of the organisation took Africa's development aid issue into account.

"The new charter can be considered as the expression of the Ummah's will to help Africa move forward, pull itself up to developed nations," Ihsanoglu said.

The OIC secretary-general was giving a press conference at the end of the 11th OIC summit together with President Abdoulaye Wade, new chairperson of the organisation for three years.

He said that the participants took several decisions favourable to Africa, citing the Five-Year Aid Programme for Africa. "The summit has expressed its total support to Africa and President Wade made an appeal to give a concrete expression to any aid which can be brought" to the continent, he intimated.

During the sovereigns, heads of state and government summit held behind closed doors, the participants pledged to "give more importance" to the humanitarian organisations affiliated to the OIC, said Ihsanoglu.

These decisions concern also the Islamic Solidarity Fund currently provided with US$2.6 billion.

President Wade said he "urged the states to increase this fund" to US$10 billion and allow it "to contribute to the fight against the scourges" in Ummah countries.

"This organisation has been founded on historical and sociological and not ethical considerations," Ihsanoglu added.

According to him, "here (in the OIC general secretariat), we act on the basis of concepts like solidarity."

He added that a code of ethics and conduct was adopted by the 11th summit in order to reinforce the credibility of the humanitarian NGOs affiliated to the OIC. So they decided to establish a natural disaster management centre within the Ummah.
