Cameroon: CDU Wants Parliament To Focus On Recent Social Crisis

The Chairman of the Cameroon Democratic Union (CDU), Dr Adamou Ndam Njoya wants the March 2008 ordinary session Parliament to be focused on debating and seeking permanent solutions to the crisis that rocked Cameroon in late February causing the death of 40 Cameroonians and destruction of public and private property. Ndam Njoya gave a press conference in Yaounde last Friday, 14 March in respect of the party's tradition to always address pertinent issues in the country at the beginning of each legislative year.

He said, "all of us are responsible for the sad events. We must learn the lessons and from then see how to manage such future situations". Dr Ndam Njoya believes that pre-emptive measures should be the main preoccupation of all instead of "looking for scapegoats". Facts of the crisis, according to the CDU Chairman, warrant a change of policies and actions. As such, Parliament must have special debates on the crisis, more so considering the decrees of the Head of State increasing civil servants' salaries and cancelling customs duties on some goods of basic necessity. The CDU proposes that measures to improve on the living conditions of Cameroonians should be supported by projects to stop continuous importation. There should equally be improved road infrastructure in major investment polls to attract investors, the fight against the embezzlement of public funds must be intensified and the gap in salaries reduced.

Concerning the debate on amending the constitution of Cameroon, Dr Ndam Njoya presented some key proposals the four CDU Members of Parliament would table should the bill on constitutional change come to Parliament. Their proposals begin at the level of the preamble of the constitution. Concerning the debate on the change of Article 6 (2) of the constitution on the limitation of the president's term of office, he insisted on morals in politics. According to Ndam Njoya, the non-limitation of the President's term of office is " an aspect of morals if it is not for personal interest and if the person envisaged refuses to stand for life presidency". CDU is in favour of amendments to Article 6 (2) of the constitution but proposes that the president's term of office should be five years renewable once. The party's Members of Parliament will also propose that the Head of State should not be the head of any political party and must be elected in a two -round election.
