THE recent post-election violence that rocked Kenya will not affect the fast-tracking of the East Africa (E.A) political federation, the government spokesperson, Dr. Alfred Mutua, has said.

"We are committed to the fast-tracking of the federation. We have sent delegations to Tanzania, Uganda, Burundi and Rwanda. Our deputy prime minister and the vice-president have conducted visits to assure the member-states that we are addressing the scuffles squarely," he said.

Mutua was on Thursday addressing journalists in the Kenyan capital, Nairobi.

Last year, consultations on the formation of the federation were conducted in Uganda, Kenya and Tanzania.

Although Ugandans and Kenyans supported the proposal, Tanzanians rejected the fast-tracking of the federation.

Mutua said they had launched a campaign urging the refugees in Uganda to return to their homes.

The government will provide them with agricultural implements like seeds and hoes to facilitate their resettlement, he added.

There have been concerns that the Kenyan clashes could delay the fast-tracking of the federation of the East African Community.

With the power-sharing agreement in place, concerns that keya crisis should adversely affect the east african federsation ought to be laid to rest. In fact the kenyan situation has never been an issue of concern at all. rather its is uganda's non-defined constitutional provision for term limitation which is the threat. It is difficult to see how a country with entrenched one-man rule of ugandas museveni can be party to a federation with countries which are democratically governed with clear defined term limits. The federation should be delayed.

Let us not be carried away needlessly. For a federation to work, there has to be a respect - firmly rooted in goodwill and the rule of law - of the instruments that creates it and the mechanisms for dispute resolution.
