Uganda: 'New Science Policy Not Logical'

THE Government's policy of making sciences compulsory in secondary schools was not logical since most schools lack laboratories.
Lawrence Nsereko, the senior education officer for Rubaga division, said: "The Government made sciences compulsory yet many schools do not have laboratories. That policy was harsh on students and they will end up performing poorly."
Handing over certificates to former A' level students of Baptist High School recently, Nsereko said the rural and private schools were most affected.
He said schools should have been given enough time to implement the programme.
According to last year's O' level results, students performed poorly in sciences.
Records show that 58.1% of the students failed Physics, 66.8% failed Chemistry, while 37.6% failed Biology.
The Uganda National Examinations Board (UNEB) secretary, Matthew Bukenya, said: "Overall failure rates in sciences are still very high. The major challenge is lack of functional laboratories in many schools, especially the private ones."
A survey conducted by UNEB during the examination period revealed that 40.8% of the examination centres lacked laboratories, while others were poorly-equipped.

The other 59.2% had at least one functional laboratory, Bukenya said.
Semakula urged the Government to aid private schools.
"These are not private students. They are children of the nation, with a right to donations that the Government gets for developing in education," he said.
