Uganda: MPs Seek CAR Help On Kony

MPs want the Central African Republic (CAR) to help Uganda resolve the conflict with the Lord's Resistance Army.

This followed reports that the LRA rebels had fled to the Central African Republic from Garamba in the DR Congo.

The revelation was made by the Buikwe North MP, Onyango Kakoba, who recently led other legislators to the Second Regional Forum of Parliamentarians in the Great Lakes region in Bujumbura, Burundi.

Briefing journalists yesterday, Kakoba said Uganda was pushing for a mini-forum of countries affected by LRA activities. He named the other countries as Sudan, the CAR and the DR Congo.

"We thought that the LRA would sign a peace agreement but they are instead moving to CAR."

The final peace agreement in Juba is expected to be signed at the end of this month.

On Monday, CAR's deputy defence minister Jean-Francis Bozize said his country was investigating a March 5 to 6 raid on the southeast town of Obo.

Bozize, son of the CAR president, Francois Bozize, said some 200 "uncontrolled elements" had gone on a looting spree, carrying off large amounts of provisions.

He told Radio France International that they kidnapped about 100 people but later freed 80.

Asked if Kony was among the raiders, Bozize replied: "At this moment I can't confirm anything. We are investigating."

MP Kakoba also said MPs from the affected countries would meet as soon as funds were secured.

He explained that the Bujumbura meeting was called establish an MPs' forum to push heads of state to handle security and development issues.

"We also asked our countries to respond to early warnings and check conflicts before they erupt."

The members, Kakoba said, formed a committee of 11 to finalise modalities of setting up a regional MPs forum and organise for the next meeting in Kigali, Rwanda.

The forum also encouraged member states to accede to the African Peer Review Mechanism as a monitoring and evaluation mechanism for conflict prevention and resolution.

The other Ugandan MPs at the conference were Norman Muwulize (Independent), Winifred Kiiza (FDC) and Lydia Wanyoto, an NRM representative to the East African Legislative Assembly.
