FORUM for Democratic Change (FDC) officials are barred from interacting with top NRM leaders, especially President Yoweri Museveni.

But last week, Maj. Rubaramira Ruranga was seen at a function where Museveni handed him an award of excellence in the fight against HIV/AIDS.

Ruranga, FDC's electoral commission chairman, was expected to boycott the function in the interest of the party but he didn't, placing his loyalty to the party in doubt.

He also recently shocked the party when he decided to scale down his participation to allow himself time to study. Some think it is an excuse for him to gradually leave the party.
