Zimbabwe: NIPC Calls for Stiffer Penalties

The National Incomes and Pricing Commission is advocating the enforcement of stiffer penalties against those flouting pricing regulations as provided for in its Act.

NIPC chairman Mr Godwills Masimire-mbwa said they were now seeking to ensure that all those caught overcharging would be fined a figure that is five times the illegal profits.

"We have since stopped issuing tickets because the amounts are negligible compared to these other fines," he said. The call by the NIPC chairman follows a new wave of price hikes, which Mr Masimirembwa has challenged as illogical and influenced by motives other than business. The NIPC recently caused the arrest of a senior Baker's Inn official and Asian businessman after they were caught overcharging on bread and cement respectively. This was barely two weeks after senior officials at some major flour millers were arrested for overcharging on flour. A committee set up to fight the skyrocketing inflation and the parallel market this week urged Government to consider jailing those who contravene price control regulations to effectively address loopholes and discrepancies in the system.

The head of the committee, which is headed by Acting Attorney-General Justice Bharat Patel, said the committee had agreed that those found overcharging should face the possibility of imprisonment as well as a monetary fine.
