Mozambique: Health Minister Criticises Delay in Donor Funds

Mozambican Health Minister Ivo Garrido on Monday said the major obstacle to meeting his ministry's agreed targets in 2007 was the failure of foreign donors to disburse promised funds on time.

Garrido was speaking in Maputo at the opening of a meeting of the Health Ministry's Coordinating Council.

"The greatest constraint we faced in 2007 arose from non-compliance with financial undertakings by our cooperation partners", he declared. The calendar for disbursing the money, although agreed in advance, was not respected, "and even now the Ministry has not received all the funds promised by our partners for 2007".

The shortage of donor funds delayed some of the Ministry's training programmes, said Garrido, delayed the acquisition of essential medicines and reagents, and held up the construction of health units.

The meeting, he added, will analyse in depth all the difficulties arising from this situation, and look for ways to overcome them.

Garrido recalled that in 2006, at a meeting with the donors, he had promised to improve the Ministry's financial management and make it more transparent. There had been considerable advances in this area, he claimed.

Financial staff had been trained in the central offices of the Ministry, and currently courses were under way in the provinces to upgrade the skills of administration and finance officials.

"We are determined to strive for transparency in the use of the funds allocated to the health sector", declared Garrido, promising that by December the Ministry will have fully complied with the recommendations from the latest audit, and from the regular assessments of its work.
