Zambia: Speaker to Probe Shakafukwa Utterances

SPEAKER of the National Assembly, Amusaa Mwanamwambwa and a parliamentary committee, will thoroughly investigate the incident between Finance and National Planning Deputy Minister, Jonas Shakafuswa and Chikankata member of Parliament (MP) Munji Haabenzu.

National Assembly media liaison officer, Chikomeni Banda, said in Lusaka yesterday that Mr Mwanamwambwa and the committee on privileges, absence and support services would investigate the matter to its logical conclusion.

Mr Banda said in a statement that since the incident happened within the confines of Parliament, which fell under the exclusive jurisdiction of the Speaker, the matter had to be fully investigated.

"We refer to the incident that happened at the members' bar at Parliament Buildings between Jonas Shakafuswa, who is also member of Parliament for Katuba constituency and Munji Habeenzu, MP for Chikankata concerning 'turning the National Assembly Motel into a brothel' as reported in the Post newspaper of Saturday March 21, 2008.

"This incident happened within the precincts of Parliament which falls under the exclusive jurisdiction of the Honourable Mr Speaker," Mr Banda said, adding:

"This entails that the Speaker and the committee on privileges, absences and support services will investigate this matter thoroughly."

And the Foundation for Democratic Process (FODEP) has urged MPs to play a leading role in the fight against HIV/AIDS because of the influence they commanded among the people.

FODEP programme officer, Stella Mwase, said in Lusaka yesterday that MPs were expected to break the silence on the pandemic.

"Parliamentarians should spend their energies on advocating and mobilising citizens for positive behavioural action and press for HIV/AIDS legislations national plans and budgetary allocations.

"FODEP has in the recent past spent time working with MPs to enhance their leadership in the fight against HIV/AIDS in the hope of reducing the spread and alleviate the resonating effects of the pandemic, both at constituency and national levels," said Ms Mwase in a statement.
