Zambia: Jailed Drug Trafficker Implicates Dec Official

JAILED Lusaka businessman, Alpoin Julies has complained in the Lusaka Magistrate's court against Drug Enforcement Commission (DEC) chief intelligence officer, Micheal Musonda, alias 'James'.
Julies, who lodged his statement of complaint pursuant to section 90 of the Criminal Procedure Code (CPC), stated that he was forced to lodge a complaint to compel the court to issue a warrant of arrest against Mr Musonda for drug trafficking, as he was the supplier.
He indicated that Mr Musonda always boasted that he was totally protected by his uncle and bosses upstairs and wondered if justice was only for citizens other than DEC officials.
Julies said Mr Musonda had been supplying him and his friend, Roulf Phiffer, drugs at DEC headquarters, which was their meeting place for a period of eight months and that he also arranged spare keys for two grille doors where he kept the drugs.
The complainant said Mr Musonda, as an officer of the law, had been trafficking in drugs by selling to him and his friends and that he felt betrayed and totally abused by a DEC senior officer, who always promised that he would protect them and got rich through the illegal sale of drugs.
" Iam suffering because of these drugs, I now want to come out clean and go for rehabilitation, may an arrest warrant be issued against this officer so that he is prosecuted for his many crimes."
He said at some point, Musonda allegedly sold them drugs that were confiscated from a Congolese national who had swallowed between 100 and 120 pellets of cocaine, but he instead devalued the drugs and later sold some to them.
" I came to know Mr Musonda through another DEC officer, Gift Banda, who introduced Phiffer and myself to him (Musonda).
"He started selling us drugs at half the price of street value and according to him, these were drugs confiscated from other people by the DEC," he said.
He said he only discovered that James' real name was Michael Musonda after he was arrested on February12, 2008 by DEC officers as he was giving a statement at DEC offices.
Julies said a day before his arrest, Mr Musonda drove to his house and supplied him with drugs and on the same day, he went back and tipped him that DEC officials were going to search his house and advised him to hide the said drugs in the car.
"DEC officials came to my house on February 11, 2008 between 13 and 14:00 hours, searched my house and when they failed to find anything, they extended the search to my friend's car and found the drugs, I was later arrested and detained by DEC.
"As I was giving my statement, Musonda visited me and asked DEC officials if he could speak with me in private, but they refused, that's when he whispered that I should not mention his name and he will steal and destroy the evidence so that there would be no exhibits," Julies said.

Julies was jailed for one year for trafficking in cocaine by Lusaka principal resident magistrate, Charles Kafunda, last week.
