The local council executives have to undergo capacity building sessions in order to carry out their mission.
The Minister of State, Minister of Territorial Administration and Decentralisation (MINATD), Marafa Hamidou Yaya in opening the first ever series of training sessions in Bamenda for council executives voted on 22 July 2007 council election, said, " the exercise of powers by Regional and Local Authorities requires new knowledge and know how for elected officials". The elected council executives are from different academic, intellectual and sociological backgrounds but have a common mission, to facilitate local development.
Mayors who will manage Cameroon's local councils up to 2012 were on November 2007 trained on decentralisation, partnership and local development. It was an occasion for them to learn council organisation, management and the institutional and regulatory evolution within the framework of the implementation of the decentralisation law. The mayors used the five-day training workshops organised nationwide to be introduced to decentralisation and the far-stretched services of the State, the supervisory authority, control of legality. They also learned about the organisation and functioning of council executive, drawing up and the execution of the council budget, human resource management as well as governance and local leadership. From the November 2007 training sessions, Cameroon's mayors now know the relationships and the type of collaboration between the central administration, decentralised services and local authorities and also relationships between the citizens and their local elected representatives. The mayors were equally taught how to draw up projects for sponsorship and made to know the council development partners.
Last 29 and 30 February, Cameroon's mayors and Government Delegates were back in school at the Yaounde Conference Centre for a two-day colloquium on the theme, "Local development and governance". During the colloquium the mayors discussed topics such as "decentralisation: the fundamental axis for the promotion of local development and governance", "competences and tools for organised local development", and also "the stakes of local governance for the modern management of public finances".
All these are just a tip of the iceberg on the various training sessions, the council executives have to go through in order to carry our their mission. Besides training sessions organised by government, development partners, NGOs and international organisations do organise training sessions to build the capacities of council executives in diverse domains.
