Liberia: Participants Call for Election of County's Officials

26 March 2008

Monrovia — Participants at the just ended five-day Technical Advisory Committee workshop for political decentralization in Liberia have called for the election of counties' Superintendents and other officials.

As part of their resolution, the participants said once elected, counties superintendents should be empowered to appoint district commissioners and other local officials.

They recommended that the title of superintendent be changed to Governor to reflect the function of their office.

They also resolved that the position of development superintendent be re-classified as professional service position.

Commenting on the issues of tenure, participants at the Governance Commission workshop said all elected superintendents, chiefs and city mayor should serve for a period of six years.

They said county authorities need to formulate local laws without the interference of national government.

To do this, participants also recommended that a County Legislative Assembly be established at local governance.

Additionally, the more than 25 participants indicated that the proposed County Legislative Assembly be comprised of elected members of the National Legislature from the counties including one elected representative from each district.

"Government should also decentralize all of its ministries and agencies," the participants further recommended.

They said line ministries and agencies should be established in the counties and called departments with functions to train the people for county development purposes.
