MUKONO district has approved ordinances compelling parents to provide lunch for pupils and keeping custody of the textbooks supplied to schools under the Universal Primary Education programme.

This was during a council meeting, presided over by the speaker, James Kunobwa, at the Community Centre, recently.

Presenting the lunch Bill, the LC5 chairperson, who is also the secretary for education, Francis Lukooya, said provision of lunch would improve academic performance.

The councillors said despite the Government's commitment to UPE, schools had continued to perform poorly because pupils study on empty stomachs.

Parents who contravene the ordinance shall be liable to a fine.

The district vice-chairperson, Livingstone Zziwa, said the ordinances would be sent to the Ministry of Local Government for ratification.

He said parents would either pack lunch for their children, pay a fee or cooperate with the school in growing food.
