Uganda: KCC Erred On Kisekka Market - Report

KAMPALA City Council (KCC) should take responsibility for dealing with someone who did not represent the interests of the majority vendors in the sale of Kisekka Market.

The recommendation was contained in a report by Uganda Transparency Consultants, a local NGO contracted by the market's business community to investigate how KCC handled the sale.

The report said KCC transacted business with Samuel Sekibenga, which resulted into the sale of the market to Rhino Investments without the knowledge of the vendors.

Sekibenga, according to the report, had once led the Nakivubo Market Vendors Association, the genuine grouping of the vendors, but by the time he negotiated the market's sale, he was no longer in charge.

The report noted that Sekibenga and a few colleagues had formed a new group, the Kisekka Market United Vendors Association, which later entered into a partnership with Rhino Investments to redevelop the market.

The NGO chief, Samuel Mpimbaza Hashaka, said the vendors staged violent protests after discovering that they had been sidelined in the exercise.

"Vendors were never against the re-development, but wanted to be involved in all the processes."

Hashaka said KCC defied a recommendation of the Inspectorate of Government (IGG) against dealing with Sekibenga.

According to the IGG, Sekibenga and some members of his executive were involved in a corruption scam that cost KCC sh163m

"It has been established that KCC officials, including the town clerk were aware of the IGG's report but decided to continue dealing with Sekibenga because of their personal gains," the report stated.

The report recommends that KCC reconciles with the vendors, guilty officials be punished, the position of Rhino Investments be defined, and President Museveni convenes a meeting of all stakeholders to resolve the matter.
