Uganda: URA Hosts Public Debate On Education

THE Uganda Revenue Authority will today host a public debate at which opinion leaders, politicians and academicians will exchange ideas on the education sector and its actual or supposed benefits to the Ugandan tax payer.

Mr Patrick Mukiibi, the tax body's assistant commissioner for Public and Corporate Affairs, said they invited Gulu District Chairman Norbert Mao to chair the Open Minds Forum, which will be held at Imperial Royale Hotel in Kampala this morning.

Under the topic, "Subsidised university education benefits the taxpayer more than a subsidy at lower levels," the forum will also be addressed by former Kampala Central MP Francis Babu, retired educationist Fagil Mandy, and Prof. Wasswa Balunywa, the principal of Makerere University Business School. Other debaters include Dr Fred Muhumuza, MP Hussein Kyanjo and Ms Miria Matembe, a social activist.

The education sector is the biggest consumer of tax revenue in the country followed by Health and Defence sectors. More than 83 per cent of the money for the sector is spent on both primary and secondary education, while the rest is shared by tertiary institutions.
