THE government launches the National Land Use Policy today, on the back of the controversial Land Amendment Bill 2007 which is currently before Parliament.

President Museveni will launch the policy in Kampala which gives guidelines on optimal land use. While addressing the press at the Media Center yesterday, State Minister for Urban Development, Mr Urban Tibamanya said the policy seeks to stop land fragmentation in agricultural areas and in urban centers.

"We want authorities to make plans that will accommodate the surging numbers of urban settlers," the minister said.

However, the policy comes at a time when government through the land amendments, is pushing for a stop to the rampant evictions in the country. But though fierce critics of the draft law argue that it was crafted to aid land grabbing. It's not clear whether the policy would offer any compromise proposals.

The 50-page report warns that land ownership conflicts between tenants and landlords may derail the policy guidelines and recommends an immediate government intervention to resolve the feud.

"There is need to address this conflict in order to facilitate the effective utilisation of land," it reads in part.

The report blames the 1998 Land Act for creating conflicts between landlords and the tenants, yet it does not provide for arbitration.
