Nairobi

The murder of Mr Joshua Orina, a manager seconded to the Saboti Constituency Development Fund (CDF), is an indictment of the ability of oversight authorities to deal with instances of fraudulent use of the devolved fund.

Orina, who was investigating claims of misuse of cash, reported receiving death threats when he stumbled on 50 ghost projects for which taxpayers had shelled out Sh100 million.

It boggles the mind that this level of misuse should have gone unnoticed for so long. Urgent measures should have been taken to investigate the threats Orina received or provide the manager with security after he shared his findings with the national CDF management committee and the Trans Nzoia West DC.

An inquiry should be conducted into the fraud, the investigation and the murder to improve monitoring of CDF funds and ensure this sort of thing never happens again.
